Here are the links to some great sites that have Halloween paper crafts.

I love making things out of paper. It's cheap, you don't need a ton of stuff and when you are sick of the model you can just chuck it. I already used a couple of the links with great results. I want to make some of the models too but need to wait untill I get more ink for the printer...we seem to be out of green.

Mechanical Bat: This one is very cool. It is a 3-d bat model that when you turn the crank it flaps it's wings. Comes with headstone and rotting trees

Jack o'lantern and witch riding broom models: The jack o'lanters are cute...but I dont' think I'd make one. Now the witch is definatly worth a look. 3-d, very detailed, nice look. I wouldn't mind trying that model out.

Haunted Dimentions 3-D tribute to the Haunted Mansion site: The Haunted Mansion (in both florida and california versions) plus tombstones, crypts, the entrance pillars and more make this one awesome paper model site. #1 on my list of future models to make.

The Toymaker: Halloween: If you like vintage halloween this is the link for you. Great vintage toys, games, and decorations. This is the site that I found the "Papel Picado" Paper Banners that I made for my apartment.
